The Facts
68% of all released prisoners will re-offend and return to incarceration within 3 years of their release from incarceration.
Released offenders are at their greatest risk of relapse re-offense and re-incarceration in their first 30-90 days after their release from incarceration.
This 30-90 day period also presents a unique opportunity for the community to provide the needs to these released prisoners, and thereby offer them the chance to successfully transition back into society as a law-abiding, productive citizen.
Children of incarcerated parents face an increased risk of themselves becoming incarcerated.
Prisoners who return to communities deprived of resources and ill-equipped to meet the challenges of this population may have higher rates of recidivism.
About one in 10 persons entering prison has been recently homeless and about the same number of individuals who leave prison end up homeless at some point. Former prisoners face serious obstacles in employment when they return to their communities.
Released prisoners who do not have stable housing arrangements are significantly more likely to end up back in prison.
Participants [community residents] in several focus groups remarked that information about available programs is not centralized or easily available to former prisoners and their relatives.
Description of Services Offered
Provide pre-release information and support to clients including providing “99 Days and A Get Up” book to help prepare clients for the release process.
Provide in-take application, client brochures, community resource brochures, and case plans to all potential clients to fill out prior to review board acceptance
Provide 12 step faith based groups and referrals to other recovery groups.
Coordinate with local agencies to meet client needs including but not limited to the Counsel of Community Services, Salvation Army and Department of Vocational Rehabilitation.
Provide Walmart cards on “as needed basis.”
Assist with gas, vehicle repairs and maintenance on “as needed basis.”
Provide work clothes: boots, bibs, hats, thermals, wool caps, pants, shirts, steel toe boots, coats and personal clothing.
Offer a recovery Bible to every client.
Provide a hygiene bag to every client.
Assist with work documents such as birth certificates, drivers license, and assistance with preparing job applications and résumés.
Assist in locating housing.
Assist clients with funding for MHSA training, urinalysis testing, Addiction Severity Index assessments and any other pre-employment requirements.
Provide supportive counseling and mentor services to clients as needed.
Provide referrals to service agencies outside of Campbell County.

Eligibility Criteria
Second Chance Ministries provides release services to all prisoners released into Campbell County who have reentry needs, regardless of race, faith, sex or age. The following factors are assessed in determining each client’s needs:
- Whether the client has housing available (family, rent, etc.).
- The level of client savings accrued while incarcerated.
- The client’s health needs and the availability of insurance and/or other community resources.
- Clothing needs (personal and job), of clients.
- Transportation availability (for job search, counseling, etc.).
Clients’ willingness to follow a case plan, including employment, mentorship, counseling, and programming (whether faith-based or secular).
